Slightly NUTS

So i decided on Monday it was time to replace the wiring harness on my bus. Got the new one all laid out just waiting for the old one to be removed. I was able to pull the harness from the front section with no problems. The big problem I have right now is the harness will not budge in the back part of the frame. When i say not budge, I mean stuck good, will not budge either way to free it.. I spent a couple of hours trying with a coat hook to clean out the area around the rear tube as i read on the samba, this sometimes fills up with crud and makes it impossible to pull this harness out. My next course of action is to cut a hole right by the tube and try and free this harness. Have any of you guys been faced with this headache before? Will the person who does an out of province inspection a hard time if they see a patch if i decide to go this route? I need some old fashion NUTS advice.
